RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.
While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.
Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.
As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
The standards mandate two types of validation.
The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.
The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.
This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.
Defining the Two Types of Assessment Validation
Decoding Assessment Validation
As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.
In contrast, post-assessment validation focuses on the implementation, requiring Registered Training Organisations to conduct assessments according to the Principles of Assessment and Rules of Evidence.
We will dedicate this article to assessment tool validation.
How Assessment Tool Validation is Conducted
Having reviewed the two types of validation, let’s dive into the specifics of assessment tool validation.
Timing of Assessment Tool Validation
The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.
There's no need to wait for your next 5-year cycle validation schedule. Validate new resources immediately to ensure they are suitable for student use.
Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:
- updating your resources
- adding new training products on scope
- review your course against training product updates
- your learning resources get identified as a risk during your risk assessment
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.
What Training Products Should Be Validated?
It's crucial to remember this validation ensures compliance of all learning resources before they are used. All RTOs should validate resources for each unit.
Resources Required for Assessment Tool Validation
Educational Materials
Since you are validating your assessment tools, you will require the entire suite of your learning resources:
Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.
Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.
Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Panel of Validators
Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.
Collectively, your validation panel should have:
Vocational competencies and current industry skills relevant to the unit being validated
Up-to-date knowledge and skills related to vocational teaching and learning
Any one of these training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its equivalent
Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool is beneficial for both the validation process and documentation. It makes it easier to understand how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.
Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

Assessment Principles

Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?
Validity – Does the assessment test what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?
Essential Rules of Evidence
Validity – Does the evidence prove that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool confirming that the work is the candidate’s own?
Currency – Do the assessment tools correspond to current units of competency and industry practices?
Despite these being frequently addressed in VET professional development and nationally recognised training, heaps of tools still have problems with these requirements.
To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:
Lead by Example
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
change nappies
prepare bottles, feed infants from bottles, and clean equipment
solid food prep and feeding infants
respond to baby signs and cues appropriately
prepare and settle infants for sleep
monitor and foster age-appropriate physical exploration and gross motor skills
Having students explain the process of nappy changing for babies under 12 months old doesn’t fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.
All or Not Competent
Pay attention to lists. As noted earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What types of information can be included in a work package?
Possible answers include:
Required materials
Appropriate costs
Time assigned for activities
Designated roles and responsibilities
If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:
Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.
Answers can include, but are not limited to:
Weather conditions – work area isolation, engineering, PPE
Work area and ground conditions – elimination, isolation, engineering
People – isolating, engineering, administration
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolating, engineering, administration
Equipment or machinery – isolating, engineering controls, administration
Avoiding double-barrelled questions makes it simpler for students to answer and for assessors to accurately judge student competence.
Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
